In 1907, when Tour & Taxis was developed as the largest European multimodal logistic platform, the Hôtel des Douanes was the only actual office building on-site. The other buildings, even if built with noble materials and boasting prestigious architecture, were industrial buildings like warehouses (Royal Warehouse, Sheds), a huge freight train station (Gare Maritime) or a post building (Maison de la Poste) where parcels could be sent or retrieved from all over the world.

The Hôtel des Douanes was initially conceived as a bank or city hall building, with a street-shaped atrium housing all the custom office counters. Customers paid their custom duties on their goods, stored in the adjacent Royal Warehouse. This makes the building extremely bright and allows for daylight to enter, making it probably the most spectacular workspace on the Tour & Taxis site.
